Mystery Inc. has cracked the case to top all cases! They’ve tracked down Coco Diablo, the head of a notorious costume crime syndicate. With Coco and her kitty in prison, Mystery Inc. thinks that they can finally enjoy a break. Wrong! Suddenly, menacing doppelgänger ghosts of the Scooby crew and favorite classic foes show up in Coolsville to threaten Halloween. Now it’s up to the meddling kids to unmask the latest scoundrel and save Halloween!

Velma is a lesbian and she has a crush on a woman and isn't that empowering... it's also the majority of the plot.

And that plot is about the minority lesbian woman that Velma has a crush on showing that she is absolutely perfect, better at everything than the Scooby-Gang, and Velma has a crush on her.

One-by-one, she shows up the Scooby Gang (reminder that Velma has a lesbian crush on her) and solves the mystery (reminder that Velma has a lesbian crush on her) almost single-handedly (reminder that Velma has a lesbian crush on her) without really needing Daphne, Scooby and especially showing up Fred and Shaggy (reminder that Velma has a lesbian crush on her) and then Velma comes out that she has a crush on her...

... which was apparent and completely obvious from the start, frequently re-enforced, and the real plot of the cartoon.

I guess if you really want to teach your kids about LGBTAQ++??? politics, this is a great cartoon.

If you don't, you might want to show them something else.
